SCDMV Selects FAST Enterprises to Modernize State Motor Vehicle Computer System

The South Carolina Department of Motor Vehicles (SCDMV) has selected FAST Enterprises, a leading government technology provider, to replace the agency’s aging information technology system with a modern, customer-focused DMV platform.
Following a comprehensive solicitation and evaluation process, SCDMV awarded FAST Enterprises a 17-year contract to design, implement, and support the agency’s new motor vehicle information technology system.
FAST Enterprises provides motor vehicle and government software solutions across the United States and internationally and currently supports the DMV systems for 24 US states. The company also delivers tax processing software currently used by the State of South Carolina.

The new modernized SCDMV computer system will significantly enhance customer convenience by automating many driver and vehicle transactions. Customers will be able to initiate—and in some cases complete—DMV services online using a computer or mobile device, reducing the need to visit a branch office. For those who must visit in person, the system is expected to significantly shorten wait times and transaction processing times.
SCDMV officials say the increased efficiency provided by the modernized system is critical to supporting South Carolina’s continued population and business growth.
“Our new modernized IT system will deliver a better customer experience for South Carolinians by allowing us to serve citizens and business customers more quickly and accurately,” said SCDMV Executive Director Kevin Shwedo. “This system will help us meet the demands of our growing state that has a population projected to exceed six million residents and a continually expanding business community that also relies on our services. Our current computer system, which has been in use for more than a quarter century and is rooted in outdated technology, is inadequate to serve tomorrow’s South Carolina. I’m confident our new, modernized system will provide the convenience customers expect and the efficiency the state requires.”
The new system will replace SCDMV’s current motor vehicle computer system, which has been in operation since 2002 across the agency’s headquarters and 65 branch offices statewide. The contract includes a three-year implementation period, followed by up to 14 years of system support. Customers can expect new services to be introduced incrementally during the implementation phase, with full system functionality projected by mid-2029.
